Moving to Portugal from the UK: A Practical Checklist
Moving from the UK to Portugal involves more paperwork, more lead time, and more moving parts than a domestic move. This checklist covers the practical steps in order: residency and customs, documents, the removal survey, packing, storage, vehicles, pets, and what happens on moving day. David Dale has been running UK-Portugal removals since 1976 as a BAR member (number D040), with our own depot in Almoradi and a weekly service running roughly 50 weeks a year across the UK-Spain-Portugal lane. The picture below reflects what actually happens on these moves, not a generic relocation guide.

1. Residency Status and Customs Category
Your immigration status determines which customs relief you can use. For a permanent move, Transfer of Residence (ToR) relief is the mechanism that allows you to import your household effects free of Portuguese import duty. The qualifying conditions are:
- You must have been ordinarily resident in the UK for at least 12 consecutive months before the move.
- The goods must have been owned and in regular use for at least six months before import.
- You must be moving to Portugal to take up permanent residence.
- Goods cannot be sold, lent, or hired out for 12 months after import.
- New or unused items bought for the move do not qualify and must be declared separately.
The Portuguese customs authority (Autoridade Tributaria e Aduaneira, AT) is the authoritative source on current rules. Confirm eligibility with AT or a Portuguese fiscal representative before your removal is booked, as requirements can change after a change of government or regulatory update.
2. Documents to Gather Early
Treat documents as the long lead-time item. Most people underestimate how long it takes to obtain a NIF or a certified rental contract. Have these ready before your removal survey:
- Valid passport
- NIF (Numero de Identificacao Fiscal) – apply via a Portuguese consulate or a licensed fiscal representative
- Proof of address in Portugal (rental contract, property purchase deed, or utility bill from the new address)
- Proof of UK residence for ToR documentation
- Vehicle registration documents if transporting a car or motorbike
- Pet passport and vet-issued health certificate if bringing animals
For anything immigration-related, the authoritative sources are HMRC (for UK tax), the UK Visas and Immigration service (for UK departure status), and the Portuguese consulate or AT (for Portuguese entry and customs rules). Your removal company handles the transport and customs inventory – the immigration decisions sit with you.
3. Booking Your Removal Survey
Book early. The weekly service to Portugal fills up, and lead times of four to eight weeks are common in peak season (April to September). A video survey or in-person visit is the starting point.
The surveyor works through your property room by room, assesses volume, flags items needing special handling (stone tops, mirrors, large garden pieces, vehicles), and confirms access at both ends. After the survey you receive a written, fixed-price quote. For a Portugal removal that quote covers collection, transport, any agreed packing, border logistics, and delivery to your Portuguese address.
4. Packing for a Portugal Move
Export-grade packing is different from domestic packing. Items travel further, pass through more handling points, and spend longer in transit. Export-grade packing materials used on Portugal runs include:
- Double-walled boxes for heavy items
- Bubble wrap and packing paper for fragile contents
- Wardrobe boxes for hanging clothes
- Crating for mirrors, glass tabletops, and stone tops where the survey flags a risk
- A numbered inventory produced as the team packs, checked off at delivery
You can pack yourself, work room by room alongside the crew, or use a full packing service. Whatever you choose, label every box with the destination room in Portugal.
Items That Cannot Travel on a Removals Lorry
- Aerosols, gas canisters, and flammable liquids
- Perishable food
- Plants (Portugal has phytosanitary import restrictions – check current rules with the DGAV, the Portuguese food and veterinary authority)
- Cash and documents of value (carry these yourself)
5. Customs and Transfer of Residence: Step by Step
| Step | What it involves | Who does it |
|---|---|---|
| Obtain NIF | Tax number needed before ToR application | You, via consulate or fiscal rep |
| Customs inventory | Full list of goods, values, country of origin | Removal company produces; you sign |
| ToR application | Filed with AT before or at point of import | You or your fiscal representative |
| Border clearance | Lorry cleared at the Portuguese border point | Removal company handles logistics |
| Delivery | Crew unloads and places items as agreed | Removal company |
New items – bought specifically for the move, still in packaging, or without a period of prior use – do not qualify for ToR relief and must be declared separately. Mixing them into the main inventory creates a documentation problem that can delay clearance for the whole shipment.
Vehicles sit outside household goods ToR and require a separate customs declaration. Flag at survey stage if a car or motorbike is travelling with your goods.
6. Storage: If Dates Do Not Line Up
Portuguese completions and UK departures rarely fall on the same day. If your Portuguese property is not ready when your UK home completes, two options are available:
- UK storage – climate-controlled units from 25 to 300 sq ft at the Knaresborough depot, available for short or long-term holds. Your goods stay under one roof until the lorry is ready to run.
- Spain-side hold – for moves that use the weekly UK to Spain to Portugal lane, goods can be held at the Almoradi depot in Spain and brought across on the next scheduled run.
Build a storage buffer into your quote from the start. Adding it late costs more and can affect the departure date.

7. Vehicles and Pets
Car or motorbike
Vehicles can travel on the same run as your household goods in some cases, or on a dedicated car and bike transport service. Confirm with your removal company at survey stage. Re-registration in Portugal is required after 183 days of residence – check current rules with the IMT (Instituto da Mobilidade e dos Transportes) before you travel.
Pets
Dogs and cats need an ISO microchip, a valid rabies vaccination, and an official health certificate issued by an official veterinarian no more than 10 days before travel. Check current rules with the APHA (Animal and Plant Health Agency) and the Portuguese DGAV before booking. Rules can change, and the paperwork has to be right on the day.
8. Costs: What Affects the Price of a Portugal Move
Every Portugal move is priced on its own volume, services, and timing. The factors that move the number are:
| Factor | Why it affects cost |
|---|---|
| Volume of goods | More cubic metres means a larger vehicle or a shared load |
| Packing service | Full, partial, or self-pack changes crew time significantly |
| Access at either end | Stairs, lifts, long carries, or difficult street access add time |
| Storage requirement | UK or Spain-side hold adds a weekly unit cost |
| Vehicle transport | A car or motorbike on the same run adds logistics |
| Time of year | April-September is peak season; lead times and rates reflect demand |
David Dale provides a fixed-price written quote after the survey. There are no hidden extras for standard border documentation or customs inventory preparation – those are part of the service.
FAQs: Moving to Portugal from the UK
How far in advance should I book a Portugal removal?
Eight to twelve weeks before your intended departure date is the working guide. The weekly UK-Spain-Portugal service fills up in peak months (April to September), and the document preparation side – NIF application, ToR paperwork, customs inventory – takes longer than most people expect. Booking earlier gives you more flexibility on timing and usually more choice of departure dates.
Do I need a NIF before my removal can go ahead?
You need a NIF (Numero de Identificacao Fiscal) to submit a Transfer of Residence application with the Portuguese customs authority. Without it, your goods cannot be cleared under ToR relief and may be subject to import duty. Apply via a Portuguese consulate in the UK or through a licensed fiscal representative in Portugal as early in the process as possible.
What is included in a fixed-price Portugal removal quote?
A David Dale fixed-price quote for a Portugal removal covers collection from your UK address, transport on the weekly UK-Spain-Portugal service, border logistics, and delivery to your Portuguese address. Any packing agreed at survey stage is included in the price. Storage (UK or Spain-side) and vehicle transport are priced separately where required.
Can I move my car to Portugal with my household goods?
In some cases a car or motorbike can travel on the same run as your household goods; in others a dedicated vehicle transport is more practical. Confirm at survey stage. Note that vehicles require a separate customs declaration from your household goods ToR, and Portuguese re-registration is required after 183 days of residence – check current IMT rules before you travel.
Can I use Transfer of Residence relief if I have bought new furniture for the move?
No. ToR relief applies only to goods that were owned and in regular use for at least six months before the move. New or unused items bought specifically for the move must be declared separately and are subject to standard import duty and VAT. Mixing them into the main household inventory can delay clearance for the whole shipment. Flag any new purchases to your removal company at survey stage so they are handled on a separate declaration.
What happens if my Portuguese property is not ready when I leave the UK?
Your goods can be held in climate-controlled storage at the Knaresborough depot (units from 25 to 300 sq ft) until your Portuguese property is ready. For moves using the weekly UK-Spain-Portugal lane, a Spain-side hold at the Almoradi depot is also available. Build the storage buffer into your quote from the start rather than adding it later.
